Starting Monday, April 20, if you are in the process of regularizing your status in Bilbao, you can pick up your vulnerability report at a fast-track office set up by the City Council. The service—named as such to give you an idea—aims to streamline a key step in the extraordinary regularization process established by Royal Decree 316/2026. That decree was published in the Official State Gazette (BOE) on April 15, and the deadline is June 30, so don’t wait too long.
The office is located at Paseo de Campo Volantín, number 36. It’s open Monday through Friday from 8:30 a.m. to 8:00 p.m. But here’s the catch: you need an appointment, which you can request via a direct link on the City Council’s website. On the day you go, don’t forget to bring your passport, registration card, or travel document. There, they’ll give you a form to fill out. You know the drill.
Keep this in mind: not everyone is required to submit the vulnerability report. If you’ve applied for asylum, have worked, or have family members in that situation, you can skip this step. But be aware that the report is just one part of the file. City Hall emphasizes that each case is reviewed individually.
This City Council initiative is temporary—don’t get complacent—and is designed to help residents of migrant origin living in Bilbao who want to regularize their status.
