Congress has just taken the first step toward making appointments optional at Social Security offices and other government agencies. The proposal, introduced by the Popular Party, was approved with 186 votes in favor and 159 abstentions. Keep in mind, this isn’t a final law—it’s a non-binding motion (PNL)—but the message is clear: the government needs to act.
What the Popular Party wants is for appointments to be voluntary again. In other words, you can make an appointment if it suits you, but if not, you should still be served. In-person service would always be guaranteed, with or without an appointment. The idea is for all three channels to operate simultaneously: in-person, online, and voluntary appointments.
And this is good news for foreigners applying for residency, renewals, or handling any paperwork with Social Security. You might complain about how hard it is to get an appointment at the Immigration Office or Social Security offices—but if the measure goes through, you could go directly to the office to ask for information or submit paperwork without having to make an appointment.
Politically, the proposal was backed by the PP, Vox, Junts, PNV, Podemos, BNG, and UPN. The PSOE and Sumar abstained, as did the ERC, Bildu, Compromís, and Coalición Canaria. Keep in mind that the government isn’t required to comply with the non-binding resolution, but the pressure in Congress is strong, and the issue has been on the table for years.
For now, the mandatory appointment system remains in effect. So don’t go to the office without an appointment because they’ll turn you away. But stay tuned: if the government takes up the challenge, the way they serve the public could change in the coming months.
