SEPE official in Mérida is dismissed for attending without appointment: the drama of immigrants

Well, here’s the story: a SEPE official in Mérida has been disciplined for seeing people without an appointment. Juan Carlos Nieto—that’s his name—stepped outside his office during his break and found a rally in his support. Dozens of residents, mobilized by social groups, were backing him. His offense: doing his job. Or, according to the official version, breaking protocol.

Nieto explained that he was assisting anyone who arrived while the office was empty. His disciplinary file accuses him of a serious offense for issuing certificates to vulnerable people—many of whom were referred by Caritas or the Red Cross. “It’s not charity, it’s my job,” he argued. SEPE management claims there are other reasons, but he insists that the disciplinary record only lists those instances.

For foreigners applying for benefits or renewals—such as yourself—the appointment requirement has become a barrier. In Extremadura, the staff at the Mérida office has been reduced from nine to four employees. Demand remains the same or has increased. Furthermore, the single district system forces some people to travel more than 100 kilometers to get an appointment. The digital divide is another obstacle: many people don’t know how to book an appointment online or navigate automated systems.

Nieto’s case could result in suspension from duty and pay for up to six months or forced transfer. He insists that a public office cannot leave anyone without a response when staff are available.
