Special amnesty: April 16 through June 30—take action

Are you living in Spain without proper documentation? Then pay attention: from April 16 through June 30, 2026, you have an opportunity to regularize your status. The government has launched a special process so you can obtain a residence and work permit if you meet the requirements. They estimate that it could benefit half a million people across the country—and at least 24,000 in Barcelona.

In Barcelona, City Hall has set up a reference center in Pavilion 2 of Fira, at 10 Rius i Taulet Avenue. They’re open Monday through Friday, from 8 a.m. to 10 p.m.—with no lunch break. You can go there if you need general information or if you want help with paperwork. And note: you don’t need to be registered as a resident to receive guidance. That said, if you live in the city and aren’t registered, the SAIER (Service for Immigrants, Emigrants, and Refugees) teams will help you prove it.

In-person appointments for municipal support services are also centralized in that building. Remember: appointments are free—no one can charge you for booking a spot. What documents do you need? Basically: a passport or valid ID, a criminal record check from your home country, proof of residence (such as your municipal registration), and a vulnerability assessment issued by social services. There are exceptions, such as if you are an applicant for international protection or a minor. On the website of the Ministry of Inclusion, Social Security, and Migration, you’ll find the complete list and forms in several languages. Take a look.

If you’re already receiving assistance from Barcelona’s social services, you’ll receive an SMS or email with a link to automatically download the vulnerability certificate. Do you see any errors in your information? Call 900 922 357. If you are not in contact with social services, go to Pavilion 2 to make an appointment, or contact one of the organizations collaborating with the Foreigners’ Registry. By the way, City Hall has already started sending the registration notice via email and mail to 93,000 non-EU residents who were registered as of December 31, 2025. So keep an eye on your mailbox.
